RIC TEAM
Mukwonago Fire Department has merged forces with Big Bend Vernon and Muskego Fire departments for form the Southern Waukesha RIC team ( SWR ). All members of this team are dedicating countless hours of training and service time to be prepared to save a brother or sister of the fire service if the need should arise.
SWR can be notified by contacting Waukesha County Communications Center, which then they put a tone out for SWR to respond. All three departments respond with a designated piece of apparatus to a request for service. On scene after one officer meets with command he/she talks with the members of SWR on Fire 15 to advise of the situation, design of the building, egress points, fire conditions, number of people working, and types of air packs being used.
The basis of our training and operations is built off the HEATT-RIT class instructed at WCTC by Dale Pekel and his fellow instructors.
It is the hope of the team that we are always ready to be activated, with never the need for a firefighter to request our help
Everyone’s job is to stay safe so that we all go home.
UTILIZATION
All incident commanders / officers should understand that when a Rapid Intervention Crew is at a scene, their sole purpose is for Firefighter Safety. Members of the RIC should only be involved in operations specifically related to firefighter safety. At no time, is it acceptable for a commander / officer to request a member from the RIC to perform non-essential tasks on an emergency scene. If, for some reason, a request is made and the RIC officer deems it non-essential the RIC officer shall instruct the commander / officer making the request to contact the RIC Leader.
RIC TEAM DEPLOYMENT
At the report of a “MAYDAY” the RIC shall be ordered by the incident commander to deploy. The Search team will be the first crew in and will report to the last know location of the missing / trapped fire fighter(s). The search team shall remain in constant contact with the RIC leader, and report in at least every five-(5) minutes with a status report, including a personal accountability report (P.A.R.). The RIC Leader will inform incident command to place EMS on standby as well request ALS to the scene. Once the missing/trapped firefighter(s) has been located the search team shall immediately report to the RIC Leader the following:
1. Location
2. Need for additional resources (Tools, Personnel)
3. Number of Victims
4. Status of Victim(s) (Conscious, Breathing, any obvious injuries?)
5. Plan of Egress
The RIC Leader will immediately report the findings of the search crew to the incident commander, and advise an action plan to remove the victim(s).
The Search Team needs to consider the location they are in the building, current conditions, crew fatigue, remaining air supply, and distance to the exit when considering requesting additional resources, and shall request additional resources sooner rather than later. When a crew comes out of a structure after a rescue attempt, they shall report to the EMS Branch. This is regardless of if a successful rescue has been completed or not. Members will not be permitted to re enter the structure until released by the EMS Branch.
